Thank you for exercising your precious right to vote. I am Sepi Richardson, Director at Water Agency for the (9) Bay Area Counties, Mayor, Financial Management Consultant, and a Harbor Enthusiast.
I ask you to VOTE FOR ME on November 6, 2018 for one of the upcoming seats for the San Mateo County Harbor Commission.

I emigrated to the U.S.in 1972 in pursuit of a quality education. While working at three different jobs, I earned my bachelor’s degree in business management and a master’s in Counseling and Psychology.
In 1986, I started Richardson Consulting Services, a financial, management, human resources, labor relations, and government relations company dedicated to assisting organizations to effectively manage resources, their finances, and ultimately bring stability and good governance to their operation.
After my move to Brisbane (San Mateo County) in 1987, I fell in love with the City of Stars and its residents. I wanted to be a contributors by helping to influence its future direction. I began volunteering with the Brisbane School District Education Foundation (BEST) to raise much needed funds for enhancing math, art, music, and library programs. In addition, I began my involvement in the city’s General Plan discussions and attended Council hearings.
In 1995, with the encouragement of community members, I was elected to the Brisbane City Council. I made history by becoming the First Persian American Elected Woman Official in the world. I successfully served the City as Mayor/City Councilmember until my retirement in February 2013. I brought my professional experience in finance, excellent interpersonal skills, and track record of leadership, fiscal responsibility, and common-sense solutions to the elected office. In addition, I served San Mateo County including the (9) Bay Area Counties, by serving on numerous State and Federal Committees.
Currently, I serve as Chair of the San Mateo County Civil Service Commission and as a Director for the Bay Area Water Supply & Conservation Agency (BAWSCA). As a member of the San Mateo County Local Agency Formation Commission (LAFCO), I have audited public agencies for efficiency, and when necessary, I supported the reorganizations of agencies that were not responding to their constituents needs. In addition, I devote some of my time to organizing rallies and speaking in human rights events, as well as volunteering for performing arts organizations such as the Symphony, Ballet, and Opera.
My extensive finance background has been an asset all throughout my public service. These are a few of such services:

Explored untapped revenue sources without increasing the burden on our communities.

Implemented two year balanced budget plan, realigned operating expenses, while still funding programs that reflected the needs and values of the citizens.

To improve Brisbane’s Marina, I secured the necessary permits to dredge the Marina, repair docks, update utility boxes and the launch ramps. Bath facilities and pedestrian amenities such as mile markers were modernized under my direction.

To address Brisbane’s long-term infrastructure needs, two measures were placed on the ballot that successfully passed.

During my time in office, we built senior housing, a community pool, a teen center, a community garden, a dog park, Quarry Road Park, a bicycle path, the community park, and the Mission Blue Center. We expanded the arts and recreation programs, televised Council and Planning Commission meetings, implemented the seismic retrofit of the City Hall, purchased land for open space, provided funding for our schools and library, developed Shuttle service programs, and fought for airport noise reductions in our cities.
I am running for the San Mateo County Harbor Commissioner to solve important issues such as:

Ferry transportation to ease traffic congestion

Securing permits to dredge the Harbor

Fixing the launching ramp at Pillar Point

Repairing or remodeling of the Marinas including dock repairs

Making the needed improvements to the pedestrian and business paths

Keeping the district’s finances healthy

Ensuring good government at the most basic level,

Dedicating any amount of time needed to be your Harbor Commissioner
I will use my financial expertise and problem solving skills to serve the needs of the San Mateo County Harbor District and our communities. We are facing important choices that will have a profound impact in our communities. I will work to:

Expand citizen input and participation

Safeguard our open space
-
Improve our recreational and business activities
-
Keep our coast free of offshore drilling

I would want to ensure that the Harbor District has a Strategic Plan that defines its vision, missions, goals, and priorities. The Harbor district must clarify its direction in response to a changing environment.

I want to be part of an exemplary leadership team that provides the direction, innovation, service and achievement for the next 50 years of the San Mateo County Harbor District.
The Harbor District performs important functions for our County. Yet hardly anybody knows about them. I want to help change people’s perceptions and work toward engaging the citizens so that they can realize the treasure they have in their communities.
Pillar Point Harbor, Oyster Point Marina/Park, our coastal, and open spaces are some of our County’s gems. These resources create recreational and commercial activities that benefit us. I want to protect and preserve them so that we continue enjoying the quality of life we deserve.
